目的
1.清楚的結構化架構，用來連結書目的編目資料，滿足讀者需求
2.建立國家資料庫的概念架構
3.國家書目紀錄的核心層級

功能
查詢1.查尋符合特定檢索條件的作品(如: 著者、主題等)To Find materials corresponding to stated search criteria (e.g. by an author，on a topic，etc.).
辨識2.區辨或區分同書名的作品To Identify an item as being that sought or to distinguish between two items with the same title.
選擇3.選擇符合使用者需求的作品(如：特定版本、特定語言譯本、特定格式)To Select an item appropriate to the user's needs (e.g. a specific edition，a version in a specific edition，a versions in a specific language，or format).
取得4.獲取作品(購買、借閱或線上近用)To Obtain the item (by purchase, request for loan, or access to an on-line resource).

範圍
1.敘述資料 - 書名、著者、出版者等
2.內容資料 - 摘要、目次、讀者對象、附註等
3.檢索資料 - 主題、分類號、人名、團體名等
